NBN Co rejected suggestions for better service quality made by Telstra and Optus during negotiations for wholesale broadband agreements. Retail service providers are now calling for regulatory intervention to improve standards. The special access undertaking (SAU) agreement is being reviewed, but the proposed RAISE in prices comes with no significant upgrades to most broadband services.
NBN Co claims that improving service quality is too expensive while still using copper networks, and that upgrades to fibre-to-the-premises are slow.
While service standards are included in the regulated special access undertaking, they're outdated. Concessions have been made, but they're seen as insufficient by major Retail Service Providers (RSPs).
Telstra is critical of copper being used as a roadblock to improving service quality.
